TCPNameToIP ( name )
| name | String containing an Internet name. |
| Success: | a string containing IP address corresponding to the name. |
| Failure: | Empty string and sets the @error flag to non-zero. |
| @error: | Windows API WSAGetLastError return value (see MSDN). |
TCPStartup() is needed before this call.
